RUSSIA'S NEW TOOLS FOR CONFRONTING THE WEST: CONTINUITY AND INNOVATION IN MOSCOW'S EXERCISE OF POWER WITH KEIR GILES

In the last two years Russia has demonstrated its return to an assertive foreign policy by successful interventions in Ukraine and Syria. Two specific tools for exercising Russian power demand close study; the Armed forces of the Russian Federation, the unprecedented near-total transformation of Russia's armed forces since 2008, with accompanying rearmament, and the state's capacity for information warfare. This talk will be based on the paper that Keir Giles presented to Chatham House in early 2016.


Keir Giles, a graduate of the School of Slavonic and East European Studies, now UCL SSEES, is Director of the Institute of Conflict Studies, a specialist on cyber and information security, and an Associate Fellow of the Russia and Eurasia Programme at the Royal Institute of International Affairs, Chatham House.
